Actually, the Cathedral which the Battles Casters attacked, whenever it has been shown in the past looked like it was in a fairly out of the way place, as in the only people who would see anything were likely in the place that just nuked.

The parents are dead because Stark and the kids were not at the house. If they had been at the house I could agree, but I think it's safe to say they're dead...unless the magic users there got them out.
