Jacob is a researcher. He develops new magic. The promise behind this has never been met in the comic to my mind (instead Jacob has seemed to only grow more pitiful since his original high note debut). Nonetheless, we can't put it past him to develop new methods of necromancy. I do not believe Jacob will raise Bumper or be a reset button here. He may offer, though. Actually, he could be there for the corpse of an archmage. That seems more up his alley anyway.

The answer to that is essentially that Mookie is too lazy to draw it, and/or doesn't think he could draw it consistently.

Nah, Mookie is big on the 'Redemption' issue. Sigfried and Bulgack (However you spell it) died without actually being sorry for the horrible things they did. Bumper was horribly 'choked up' about murdering Amelia.

In the Mookie-verse I'd say he's safe.

Siggy was actively changing his ways before Mookie decided to make him a horrible racist.
Bulgak was reincarnated as a flower and is probably on his way to being born a orc again.
Bumper may have been sad about killing someone, but I don't remember him repenting.

In short, Bumper is a murderer and should burn in Hell while Siggy pokes him with sharp things and mocks his brown skin because RACIST, amirite?

Siggy was changing his ways so he could sleep with his friend's girlfriend, and he wasn't even doing a very good job of it anyway. If you want to say the sleeping with his friend's girlfriend and the racist thing were retcons, fine. The fact that he wasn't doing a good job of it wasn't. There was an exceptionally brief period where it seemed like Siegfried was legitimately one of the good guys. It's a bit ridiculous to suggest that his going to hell was inconsistent or unfair for the sake of that brief period. Sure there was nothing to suggest he committed his own personal little holocaust before he went to hell, but there was plenty to implicate him.

Let's not forget that Bumper died during an act of self sacrifice, while Siegfried died murdering his own men while throwing a hissy fit.
