On my old HP 4P scanner the instructions specifically mentioned the lock AND the lock was easy to spot, next to the power switch. Alas, these days are no more.

Same Scanner Lock problem with me.
I called this guy refered to me by a freind,
And the lock was his <I>very first guess</I>
! Accidental competence always comes as
a surprise.
