The fact that Norman refuses to be bullied by "Mr. Reed" and is willing to stand up for his friend is probably what's making him stand out. Up until now, Norman has just been a thug-for-hire for the Oracle. Now we're likely gonna see their relationship evolve.

Norman has principles and ideals, just very messed up ones.

I think he's caved into Mr Reed.
Or maybe there's a reason why Richard or Anne is never mentioned in the future arc?
He just loaded his shorty up to blow Sweetwater's head off! Gunna steak him out and splatter his brains out.

Very fucked up ideals indeed, or, knowing this comic, something more mindblowing! :D
